U.S. President Donald Trump has floated a proposal to give every adult American citizen a $5,000 “dividend” if Republicans manage to retain control of Congress in the November midterm elections.
Trump made the promise while speaking at a Republican midterm convention in Dallas, Texas, where he rallied party supporters and urged them to turn out in large numbers to protect the party’s hold on Congress.
Describing the proposed payment as a “Trump dividend,” the president offered few specifics about how the scheme would work or when eligible Americans would receive the money. He said, however, that the payment would be restricted to U.S. citizens and would have to be spent within the United States.
Trump argued that the money could be funded by what he called America’s “tremendous economic success,” presenting the proposal as a way of allowing ordinary Americans to benefit directly from the country’s economic performance.
He also drew a comparison with the $1,776 payment made to U.S. military personnel in 2025. That payment, however, was not a new cash programme personally created by Trump. It was linked to a military housing allowance that had already been authorised by Congress.
The scale of Trump’s latest proposal has raised immediate questions about its financial implications. With an estimated 240 million adult U.S. citizens, a $5,000 payment to each person could put the total cost at around $1.2 trillion.That figure has prompted skepticism, including from within the Republican Party. Republican Congressman Chip Roy of Texas questioned how the government would finance a programme of that size, pointing out that the cost could easily surpass $1 trillion.
There has also been political criticism of the proposal. A Republican operative suggested that the announcement could be aimed partly at influencing public sentiment ahead of the midterm elections, particularly as Republicans campaign to maintain their congressional majority.
For now, Trump has not provided a detailed funding plan or the legislative framework that would be required to turn the proposed “dividend” into an actual federal programme. The proposal is therefore likely to face further scrutiny as the midterm campaign gathers momentum.
