NBA Probes Alleged Mismanagement of ₦100 Million Imo Government Gift to Owerri Branch

The Nigerian Bar Association (NBA) has constituted a three-member investigative committee to examine allegations of impropriety surrounding the receipt, management and disbursement of a ₦100 million gift from the Imo State Government to its Owerri Branch. The decision was announced by the NBA President, Oyinkansola Badejo Okunsanya, SAN, following concerns raised by members over how the substantial sum was handled. The development has brought renewed attention to financial accountability and transparency within the association, which represents legal practitioners across Nigeria.

The intervention follows growing dissatisfaction among members of the Owerri Branch, some of whom have reportedly demanded further explanations regarding the management and utilisation of the funds. According to reports, 183 members submitted a requisition calling for an Extraordinary General Meeting to address the controversy. Their action reflects the seriousness of the concerns within the branch and the demand for a transparent account of money received in the name of the association.

The committee established by the NBA President comprises the association’s General Secretary, Afam Okeke; Third Vice-President, Iniobong Irene Pepple; and Treasurer, Esther Jimoh. The panel has been tasked with examining the circumstances surrounding the receipt and management of the ₦100 million, reviewing relevant financial records and hearing from individuals who may have information about the transactions. It is expected to submit its findings and recommendations to the NBA President no later than October 30, 2026.

As part of its assignment, the committee is also expected to attend the Extraordinary General Meeting scheduled for Thursday, October 15, 2026, at 2 p.m. The representatives will observe the proceedings and support an orderly meeting as members discuss the issues surrounding the disputed funds. The meeting is expected to provide an opportunity for concerns to be raised and for relevant questions about the financial transactions to be addressed through the association’s established processes.

The NBA President has made it clear that the establishment of the committee should not be interpreted as a finding of wrongdoing against any individual. Rather, the investigation is intended to establish the facts and ensure that all relevant parties have an opportunity to explain their actions. This distinction is important because allegations of financial impropriety must be investigated fairly, and no individual should be treated as guilty merely because questions have been raised about the handling of funds.

To facilitate the investigation, relevant financial documents are expected to be made available to the committee. These include receipts, bank statements, expenditure schedules, approvals and payment vouchers relating to the ₦100 million gift. The preservation and examination of these records will be essential to establishing how the money was received, what decisions were taken concerning its use and whether the disbursements were properly authorised and documented.

The controversy also highlights the importance of financial accountability within professional associations. Although the NBA is a body of legal practitioners rather than a government ministry, its leadership and branches are expected to maintain appropriate standards of financial administration and accountability to their members. When a branch receives a substantial financial contribution, members have a legitimate interest in understanding the purpose for which the money was provided, the decisions governing its use and the records supporting the expenditure.

The circumstances surrounding the gift have therefore raised questions that the investigation will need to clarify. These include the terms or understanding under which the Imo State Government provided the money, the approvals obtained before it was spent and whether the expenditure corresponded with the purpose communicated to the branch. Until the committee completes its work and presents its findings, however, it would be premature to conclude that the funds were misappropriated or that any particular person committed an offence.

The NBA’s intervention is also significant because of the professional and ethical standards expected of members of the legal community. Lawyers regularly advise clients, governments and private organisations on accountability, compliance and the proper application of the law. An investigation conducted transparently and fairly could help resolve the present disagreement, establish the facts and reinforce confidence in the association’s internal governance. Equally, the process must give all affected parties a fair opportunity to respond to the allegations and present relevant evidence.

The committee’s findings, expected by October 30, will be important in determining the next steps in the matter. Depending on the outcome, the NBA leadership may consider recommendations aimed at resolving outstanding questions, strengthening financial procedures or addressing any irregularities established by the evidence. For now, the investigation remains ongoing, and the allegations have not been established as proven misconduct. The central expectation among members will be that the process produces clear answers about the ₦100 million gift and demonstrates the association’s commitment to transparency, fairness and accountability.
