Report: Boko Haram Used AI Chatbots To Build Bombs, Plan Attacks

A New York Times report has revealed that Boko Haram terrorists allegedly used artificial intelligence (AI) tools to improve their operations, including learning new tactics and seeking information related to making explosive devices.

According to the report, former members of Boko Haram and the Islamic State West Africa Province (ISWAP) told researchers that they used AI platforms such as ChatGPT, Claude, Gemini, Grok and DeepSeek to obtain technical information during their insurgency.

One former commander reportedly said the group turned to AI after an attack on a military base was halted by a defensive trench. By describing the type of motorcycles they used and the obstacle they needed to cross, they claimed the AI suggested ways to modify the bikes for better speed and performance, allowing fighters to practise the manoeuvres before future operations.

The report also stated that some former insurgents claimed they used AI to seek information about explosive devices, saying the technology provided detailed responses more quickly than relying on trial and error. They further alleged that they sometimes bypassed built-in safety restrictions by disguising their requests as harmless or educational projects.

Reacting to the report, OpenAI said using its technology for such purposes violates its policies. Google and Anthropic also said their AI systems include safeguards designed to block harmful or dangerous requests.

The findings have renewed concerns among security experts about the misuse of artificial intelligence by criminal and terrorist groups, despite the safety measures built into modern AI systems.
